LocalToolbox gets local content through a combination of online publishing and harvesting features:

Publishing
We use a set of web-based publishing tools that can easily be accessed from the first page on the portal. The tools allow selected members of each community to have publishing rights on the portal, as well as allowing anyone in the community the ability to post stories, photos,articles and videos.
